Wad Manager v1.7 Keeps Freezing?

Im running Wad Manager v1.7 on my wii v4.3u. First it warns me that there's no warranty and i push A to continue. Then i pick the ios. I've looked it up and everywhere i look it tells me to either use 249 or 250. ive tried them both but after i pick them the program freezes. My WiiMote turns off and i have to shut down my wii manually. Im not quit sure what the ios is or what its supposed to do. someone please tell me how to fix this problem
